Windows 10 downloading but nothing happening

Nothing happens when I try to download a file from the internet. I try to download something from the internet and the pop-up box will appear but it wont let me save to a file i choose and will let me run but after i click run it will download and then say run again, after I click that the screen disappears and nothing happens. I have a problem when installing yahoo mail on windows 10 mobile. I install it through the store, it just says "starting download" for hours. I tried soft-resetting but it doesn't work.
